India Institute of Secretariat Training & Development (IISTD) is an autonomous institute registered under the Societies Registration Act XXI of 1860, and with the Ministry of Micro, Small & Medium Enterprises. Our mandate is to impart training to officers of the Central Secretariat Service (CSS) and other organised and subsidiary services functioning in the Central Secretariat.

The Four New Labour Codes
India has consolidated 29 central labour laws into four new Labour Codes. IISTD offers a structured capacity-building programme for Government officers and public authorities on the framework, compliance obligations and practical implementation of the new codes.
Code on Wages, 2019
Universal floor-level minimum wage and timely, uniform payment of wages — consolidating the Minimum Wages, Payment of Wages, Payment of Bonus and Equal Remuneration Acts.
Industrial Relations Code, 2020
Trade unions, standing orders, retrenchment, lay-off and a streamlined framework for resolving industrial disputes.
Code on Social Security, 2020
EPF, ESI, gratuity and maternity benefit — now extended to gig, platform and unorganised-sector workers.
